Background History of ACCSM

        ASEAN Conference on Civil Service Matters (ACCSM) is a sectoral body included in the (6) cooperation and collaboration activities among ASEAN countries that is intended to bring about closer cooperation among ASEAN civil service to meet developing challenges and its plans and activities should be discussed and confirmed  at the ACCSM meetings then, submitted to the ASEAN Summit.

        Although ASEAN was established in 1967, the ASEAN Conference on Reforms in the Civil Service (ACRCS) was introduced as an ASEAN activity of the ASEAN Standing Committee held in Manila on 24 November, 1980. The first conference of ACRCS was held in Manila, Philippines in 1981.The ACRCS was renamed the ASEAN Conference on Civil Service Matters (ACCSM) in 1987, with a stronger emphasis on collaboration in civil service and public administration and management systems among member states. The meeting held in Indonesia in September, 1989 had been regarded as the Fifth ASEAN Conference on Civil Service Matters – 5th ACCSM.

        Myanmar attended the 9th ASEAN Conference on Civil Service Matters held in Singapore, from 30th June to 4th July 1997 as an observer.

         After becoming a member of ASEAN in July 1997, Myanmar attended ACCSM meetings regularly and then, the Union Civil Service Board has been serving as focal organization to undertake and participate in the activities concerned with civil service matters under the guidance of the government.

        Myanmar started to attend the 10th ASEAN Conference on Civil Service Matters held in Thailand from 23rd to 26th November, 1999 as a delegation together with Cambodia and Laos PDR.

        During the ASEAN Heads of Civil Service Retreat Session, the Heads of Civil Service discussed strategic issues and challenges pertaining to ASEAN Civil Service to support the ASEAN Community and reiterate the commitments in the Putrajaya Declaration to serve as guiding principle for ACCSM Post-2015. On the rebranding of ACCSM, the name “ASEAN Cooperation on Civil Service Matters” was adopted by the ASEAN Heads of Civil Service Retreat held in Malaysia on 17th November 2015.
