ASEAN Resource Centre-ARC

The 12th ACCSM held in Brunei Darussalam on 13-15 October, 2003 accepted the proposal by Myanmar for the establishment of the ASEAN Resource Centre for Training of Trainers for Civil Service in Myanmar. With the approval of the Government of the Union of Myanmar, the Civil Service Selection and Training Board (CSSTB), the former name of Union Civil Service Board (UCSB) started to establish the ASEAN Resource Centre for Training of Trainers for Civil Service on 5th August, 2004, on the premises of the Civil Service Selection and Training Department in Yangon. To emerge an organization of the efficient, motivated and honest civil service is the lifeblood of the impartial administration. By doing like this, we need to be more nurturing and give more training activities in the regional level and local level as well as international level. In line with this plan, Myanmar has implemented the cooperation with the regional countries and the other countries.

Myanmar’s ARC activities are providing beneficial assistance to training activities of two Central Institutes of Civil Service under the supervision of UCSB. Moreover, it tries to implement for more effectiveness by cooperating with local level and regional level. During the 17th ACCSM Heads of Civil Service Meeting which was held in Myanmar in 2014, ASEAN Member States agreed to strengthen the importance of ARC and need to undertake a review of their structures and current activities in order to increase their efficiency and impacts. In this regard, with the approval of the Union Government, ASEAN Resource Centre (ARC) was re-established with a total of 17 staff on 1st January 2015.

TOT Training Courses and Workshops were conducted 13 times for Local Level with the total number of 476 participants and 2 times for Regional (or) Sub- regional Level with the total number of 37 participants from Various Ministries and Organizations. This TOT Training Courses and Workshops were organized by the UCSB in collaboration with Sasakawa Peace Foundation (SPF), International Management Group (IMG) and United Nations Development Programme (UNDP) from 2005 to 2015.

In line with the Government of Myanmar (GOM)’s prioritizing Civil Service Reform (CSR), the ASEAN Resource Centre has changed its theme from ‘Training of Trainers for Civil Service’ to ‘Public Service Motivation’ in clearly emphasizing the importance of motivating and engaging civil service personnel in the reform and transformation process in order to develop best practice on ways to strengthen motivation and use it in support of transformation. After getting the approval of President’s Office for changing the theme of ASEAN Resource Center of Myanmar, the UCSB has submitted its Concept Note at the Preparatory Meeting and Senior Officials Meeting of the 19th ACCSM held on 11-12 May 2017 in Singapore. ASEAN Secretariat and ASEAN Member States agreed that approval. It will be adopted at the Heads of Civil Service Meeting of the 19th ACCSM which will be held on October 2018.
