Background History of the Union Civil Service Board

           Since Myanmar has been existed as a country with its own sovereignty over 2000 years ago, there had been categorized into two administrative systems such as Nay Pyi Taw (Central level) and regional level definitely in order to be able to appoint personnel efficient in martial arts, intelligence, bravery and diligence through standards of selection system, and there in Central administrative system, it had been organized with Hluttaw, Courts and Offices in the later time of reigns of Myanmar kings of Koneboung dynasty.
During the reigns of Myanmar Kings, civil service had been generally classified into ordinary civil service and personal civil service through the appointment systems of gazette announcements, orders and oral instructions. At that time, the British colonial civil service system which was initiated and practiced in India was displaced after the civil administration system of Myanmar kings had been removed. Most of the officials were British or Indian people and so they became part of Indian Civil Service, their prime duties were to prevail law and order restoration and taxation.
At the time of British colonial rule in 1881 before the Public Service Commissions were organized, the Educational Syndicate could be regarded as the first Union Civil Service Board as it had initially conducted examination and selection for suitable candidates of township administrators and clerks to be able to appoint in Myanmar civil service organizations.
In 1919, the Educational Syndicate was removed and then Selection Board was organized in order to be able to appoint senior level and junior level civil service and it was the only one second Union Civil Service Board to perform selection and appointment.
The 3rd Union Civil Service Board was organized on 1st April, 1937 in accordance with the 1935 Burma Government Act. During the Japanese Government, the fourth Union Civil Service Board was also organized in 1945 in order to reorganize Myanmar civil service systematically.
The fifth Union Civil Service Board was well organized in 1953 after the independence from the British government in 1948 and became a sovereign country.
On 4th May, 1972, the Union Civil Service Board was removed and then Central Agency for Selection, Training and Resettlement of Civil Service was organized as the sixth Union Civil Service Board even it was not recognized as a Union Civil Service Board but, undertook the functions and responsibilities of the Board.
The State Council had prescribed Civil Service Selection and Training Board Law in 1977 and organized the Board as a seventh Union Civil Service Board. The Board was directly accountable to the State and performed the duties and responsibilities of selection, training of civil service as well as scrutinizing the structure of civil service organizations, assisted the government with the matters concerned with civil service affairs to be able to lay down the principles, regulations, procedures, norms and policies. Consequently, the Board was stood as the Central Personnel Agency to take the responsibilities of civil service affairs,
On 28th February, 2010, the State Peace and Development Council had promulgated the Union Civil Service Board law and then Union Civil Service Board was organized again as an eighth Board on 30th March, 2011 according to the prescriptions of 2008 constitution. Later, the ninth Union Civil Service Board was also reorganized in April, 2016 in accordance with the prescriptions of 2008 constitution and 2010 union Civil service Board law.
As for the ninth organized UCSB, it had undertaken the activities of recruitment and selection of civil service personnel initially, and it was then combined with central board of civil service selection and training and conducted training activities in 1972. According to the Civil Service Selection and Training Law in 1977, the designated prime duties are to select, train civil service personnel of government organizations , to assist the State Peace and Development Council in order to promulgate rules , regulations and policies concerned with civil service personnel and to make research on matters related to civil service affairs.
Now, the Union Civil Service Board is well organized with the Chairman of Dr.Win Thein including four members of U Win Maw,UThan Tun, Dr. U Pwar and U Saw Valentine on 5th April, 2016.
