Education Section

The Training Unit was reformed as the Training and Education Unit and the Education Section was formerly part of the Training and Education Unit in February, 2021. Starting from May, 2023, the training affairs of the regular and special refresher courses for the Civil Service Academy (Upper Myanmar) are being carried out. The main tasks of the Education Section are coordinating curriculum issues of the courses for the two Civil Services Academy (CSAs), coordinating with international organizations to open Training of Trainers – ToT courses to improve the quality of trainers from the two CSAs, collaborating with the Government Officials from the Ministries / Organizations and local experts to deliver the lectures and these are being carried out as follows:

(A) Participation in ASEAN Network of Public Service Training Institutes (PSTI)

On 2nd November 2017, according to the agreement to establish the ASEAN Network of Public Service Training Institutes (PSTIs) at the 2nd ASEAN Heads of Civil Service Retreat held in Manila, Philippines, the Union Civil Service Board has been involved in the areas of Capacity Building, Joint Programs and Partnerships and Resource Sharing.

Daw Nang Phyu Phyu Pwint, Director of the Union Civil Service Board; Daw Nan Lin Lin Tun, Deputy Director of the Union Civil Service Board; Dr. Tun Min, Pro-Rector (Education) of the Civil Service Academy (Upper Myanmar); and Dr. Nant Khin Thin Su, Pro-Rector (Education) of the Civil Service Academy (Lower Myanmar) are nominated as the focal points of the PSTIs Network for Myanmar and they are scheduled to attend the meetings held by PSTI Network. Activities of the two CSAs are launching in PSTI Facebook Page.

  In addition, “Training and Development in the Age of COVID-19 for ASEAN PSTI Members (Virtual Program)” held by Civil Service College (CSC), Singapore; from 23-7-2020 to 24-7-2020; Dr. Khin Mar Myo, Pro-Rector (Education) of the Civil Service Academy (Upper Myanmar); and Dr. Nant Khin Thin Su, Pro-Rector (Education) of the Civil Service Academy (Lower Myanmar) attended as the delegations of Myanmar and Dr. Khin Mar Myo made a presentation on behalf of Myanmar. In the “Round Table for ASEAN PSTI Heads (Virtual)” was held on 6-11-2020 by Civil Service College (CSC), Singapore, Dr. Khin Mar Myo, Pro-Rector (Education) of the Civil Service Academy (Upper Myanmar); and Dr. Nant Khin Thin Su, Pro-Rector (Education) of the Civil Service Academy (Lower Myanmar) represented Myanmar and the Officers from Office No. (17) attended as the Observers.

(B) Participation as a member of IASIA

      The Civil Service Academy (Upper Myanmar) and (Lower Myanmar) under the guidance of the Union Civil Service Board joined the International Association of Schools and Institutes of Administration (IASIA) on 11 January 2018-2019 according to  the approval of the Second Cabinet of the Pyidaungsu Hluttaw (Parliament) No. (16/2018) and the approval of the Cabinet Meeting No. (16/2018), the two CSAs are participating by submitting and reading papers and newsletter.

(1) Reading the text

Dr. Nay Zar Aung, Researcher from the Civil Service Academy (Lower Myanmar) represented Myanmar, read the paper “Implementation Process for the Achievement of the Missions and Goals of SDGs in Civil Service Sector: A Case Study in Myanmar” at the IASIA Conference 2019 held in Lisbon, Portugal from 22-7-2019 to 26-7-2019.

(2) Posting the newsletter

For publication on the IASIA Website, the newsletter “Promote Cooperation in the Development Implementation of Capacity Building Programs through the Effective Education Training Approach” prepared by the Civil Service Academy (Upper Myanmar) was uploaded on the IASIA Website in 2020 and was included in IASIA’s “A Newsletter of the IIAS-IISA, July-August 2020”. Next, the newsletter on “Civil Service System in Myanmar” prepared by the Civil Service Academy (Lower Myanmar) was submitted to IASIA in November, 2021.

(C) Cooperation with the Local Government of Development Institutes – LOGODI

Dr. Khin Mar Myo, Pro-Rector (Education) of the Civil Service Academy (Upper Myanmar) attended the “LOGODI Global Forum 2019” held from 16-6-2019 to 20-6-2019. Dr. Nant Khin Thin Su, Pro-Rector (Education) of the Civil Service Academy (Lower Myanmar) attended the “LOGODI Global Forum 2020” held by Video Conferencing on 27-10-2020. Dr. Nant Khin Thin Su, Pro-Rector (Education) of the Civil Service Academy (Lower Myanmar) attended the “LOGODI Global Forum 2021” held by Video Conferencing on 26-10-2021.

In addition, Dr. Nant Khin Thin Su, Pro-Rector (Education) of the Civil Service Academy (Lower Myanmar) submitted an article entitled “Rethinking Education and Training for Civil Service Personnel in the New Normal Post-COVID-19 Era: A Curriculum and Online Learning System Studies Perspectives” in the 24th e-Newsletter of LOGODI.

(D) Cooperation with the China National Academy of Governance (CNAG)

According to CNAG’s proposal to establish ASEAN-China Network of Academies of Governance and Public Administration and Think-Tanks (ASEAN-China NAGPAT) in collaboration with administrative institutions in ASEAN member countries, the Union Civil Service Board participated on behalf of Myanmar.

“ASEAN-China Academies of Governance and Public Administration and Think-tanks Seminar” held by (CNAG), People’s Republic of China; from 28-10-2024 to 6-11-2024; U Aung Tin Soe, Permanent Secretary of the Union Civil Service Board attended as the delegation of Myanmar.

(E) Coordinating to deliver the lectures

The Executive Level Officials Course, Senior Level Officials Course, Enhance Course for Administrative Skills, Special Refresher Course for Higher Education Teachers and Special Refresher Course for Basic Education Teachers that have being conducted at the two Civil Service Academies by cooperating with the Ministries/ Organizations, local experts and trainers from Civil Services Academy.

The Executive Level Officials Courses and Senior Level Officials courses are successfully conducted by cooperating with the Ministers, Deputy Ministers and Government Officials from Ministries/ Organizations and local experts such as Dr. Yin Yin New, Member of the Advisory Board of the Chairman of the State Administrative Council, U Kyaw Kyaw Hlaing (SMART), writer, Prof. U Aye Kyaw, Founder and Principal of the Myanmar Leadership and Management Institute, Dr. Thuta Aung, CEO of the HamsaHub Consulting and U Maung Maung Nyein (Former Colonel) Member of the Advisory Board of the National Defense College.  

(F) Carrying Out the Training Affairs by Using Training Management System (TMS)

In dealing with the training matters related to the trainees from Ministries and Organizations to attend the courses, the Civil Service Selection and Training Department (CSSTD) is using dual system; not only the manual system but also the Training Management System (TMS).

In the Executive Level Officials Course, Senior Level Officials Course, Mid-Level Officials Course, Basic Course for Civil Service Officers, Pre-service (Special) Course, Staff Supervisor Course and Enhance Course for Administrative Skills, sending and receiving the attendees list, training issues such as trainee exemption / replacement / trainee list verification are being carried out only by using the Training Management System (TMS).

Junior Level Officers Course, Clerical Staff Course, Special Refresher Course for Higher Education Teachers and Special Refresher Course for Basic Education Teachers are being carried out by using both manual system and the Training Management System (TMS).

The instructions for (11) courses can be downloaded from the Training Management System (TMS) and the UCSB website www.ucsb.gov.mm and they are not sent by manual.
