Recruitment and Selection
For the recruitment and selection of civil service personnel, the Civil Service Selection and Training Department (CSSTD) undertakes the following activities:
(a) Receiving the recruitment proposals from various ministries and government organizations;
(b) Making public notification for vacancyannouncement;
(c) Receiving and scrutinizing the applications forms of the applicants;
(d) Conducting written examinations and preparing to release the announcement of the short lists for interviews
(e) Assisting the Board members in conducting personal interviews of short-listed applicants;
(f) Announcing the final selection results
There are six “entry points” for non – gazette officer posts (other rank) to join the civil service in Myanmar:
Administrative Staff (Administration, Social) grade 1 and 2
Administrative Staff (Economics) grade 1 and 3
Intellectual Staff grade 1, 2 and 3
Clerical Staff grade – 1
Technician grade – 1 and 3
Office helper grade – 1
Recruitment and Selection Process
There are also six pointsfor officer posts from entry level gazette officer posts (such as staff officer, assistant engineer, assistant manager, etc. pay scale of 275000-4000-295000) to director general or managing director (head of department or enterprise). Other ranks of the posts are practising the respective Head of Ministries/ Organizations in line with the instructions of Civil Service Law and Civil Service Personnel Laws. Out of the six”officer points” into the civil service in Myanmar, the UCSB undertakes to recruit only for entry level gazette officer post (pay scale of K234000-K2000-K244000). Authority to recruit the other entry points are delegated to the organizations concerned in accordance with the rules and regulations laid down by the government.
Receiving the recruitment proposals from various ministries and government organizations
To recruit the entry level vacant officer posts, the respective Department or Enterprise needs to send the formal proposal request with the permission of the ministry concerned and has to fill in the proposal form issued by the Union Civil Service Board (UCSB)and sends it to the Civil Service Selection and Training Department(CSSTD). If there is nothing particular to discuss for the Board with the service organization concerned, the proposal form has to be put forward to the nearest weekly regular meeting of the Board so that the vacancy announcement can be issued by the approval of the Board. If there are facts or information in the proposal form which are not clear or complete, the Civil Service Selection and Training Department has to hold the coordination meetings with the service organization concerned in accord with the directives of the Board.
The following points are usually raised at the coordination meetings held jointly by the Civil Service Selection and Training Department and the respective organizations:
One of the points is about the age limit for the applicants. The age limit set by the UCSB is 35 for outsiders and 40 for service personnel. This is the maximum age limit for those who have necessary academic qualifications.
Sometimes, according to the nature of work in some vacancies, respective organizations suggest that applicants should be males. Only if the nature of work is not suitable for females, the Board will consider for that suggestion.
Another thing is the matter regarding the educational qualification of the applicants. To select and appoint outsiders, the ministries concerned, with its authority, prescribes the applicant’s educational qualification required for the post of the entry level gazette officer, for example first degree or second degree: for some posts, not only a related degree but also any relevant diploma is needed as efficiency is required.
Announcement
When the UCSB received the requested letters of each ministry and organization for the vacant post, UCSB officially announces these posts to be applied in the public.
When the Ministry of Foreign Affairs requested to UCSB to open the Foreign Exam Center to select for the vacant posts, UCSB officially announces for this to be applied in public as a special occasion.
The announcement is released on the news papers namely the Mirror, the News Light of Myanmar and on the notice boards of Union Civil Service Board in Nay Pyi Taw and the notice board of the branched office addressing No.(65), Awayyar Street, Myittarnyut Quarter , Tarmway Township in Yangon and also at the State and Region Governance Offices. It is announced in website : www.ucsb.gov.mm, Myanmar National Web Portal.
The numbers of vacant posts of ministry & organization, designation of the post, the required qualifications, application deadline, age limitation, the place the application forms can be available, the address application form to be sent, the statement of necessary document for civil service personnel, attachment of Labor Identity Card copy for not being Civil Service Personnel, name of five exam centers, the announcement date of Written Examination Test, the date and place of exam Permitting cards can be took out and inquiry phone number and address are stated in the announcement.
Assessing the Qualification
The qualified application forms with the regarded qualifications will be selected through two stages in which comprise written examination at the first stage and psycho test and personnel interviews at the final stage.
Conducting the Written Examination as a first Stage
The short list of candidates will be announced at the noticed board, website of Office No. (17), Union Civil Service in Nay Pyi Taw, at the regional government offices of Yangon Region, Mandalay Region, Magway Region and Mon State. The Date and time of examination are held accordating to the announcing date of newspaper. The Exam- Permitting cards will be taken out on Tuesday and Friday and the examination will be conducted on Sunday and Saturday. During the Lent, it will be conducted on the Sunday and subbarthed day; off-days of the Schools. Conducting the written examination will be simultaneously held at the five examination centers in Nay Pyi Taw, Yangon, Mandalay, Magway and Mawlamyine. In written test, there are three questionnaires in each subject of Myanmar, English and General Knowledge and it takes two days. At the first day, the examination of Myanmar will be started from 09:00 a. m to 10:00 a. m and the examination of English will be started from 13:00 a. m to 15:00 a.m. At the second day, the examination of general knowledge will be conducted from 9:00 to 11:00 a.m. If the Ministry of Foreign Affairs requests with the official letter to hold the test centre for vacant post posed on abroad, UCSB will conduct the examination on abroad as a special occasion. For Ministry of Foreign Affairs and English Questionary will be tested 13:00 to 16:00. UCSB would not allow the candidates who are attending the master course on abroad or who are selected written examination.
Psychological Testing and Personal Interview
The applicants who passed the first step, Screening Test have a chance to sit for the second step written examination and after passing this step, the applicants move to next step which is Psychological Testing and Personal Testing, the third step. The UCSB announces the result of second step written examination on UCSB Website and also UCSB notice Board. And also sends the information letter to each applicant to sit for the Psycho Test and Viva Test in NPT.
Psychological Testing holds one day ahead of Personal Interview. Psychological Testing is done by written test in the morning and oral test in the afternoon. The result of each applicant is recorded by the Head of Psychological Testing Division and presents to the respective Board member for assessing in personal interview.
On the next day, Board members assess the interviewees regarding with IQ test, Sociability and Self Confidence test, Personality test and Extrovert, Neurotic tendency skill and lie skill test.
Sending to attend the Training Courses at CICS
The successful candidates who are selected at final selection are sending to the two CICS and they have to attend the Post Graduate Diploma in Civil Service Management Course, 16 weeks. After completing that course, they are conferred Diploma Certificate. The UCSB communicates and informs to the respective ministry and organization to appoint at the vacant post for the candidates who completed the PGDCSM Course.
If the selected person cannot attend the Post Graduate Diploma in Civil Service Management Course, the selected person will be deleted from the selected persons list by the UCSB.
