Promotion

In addition to the selection and training functions, the Union Civil Service Board (UCSB) has been entrusted with the scrutinizing and concurring authority of proposals for promotion to the officer level of civil service organizations since December, 1979.

All ministries and organizations need to get the approval of the Union Civil Service Board for the Case of promotion to gazette official level in accordance with the procedures for promotion stipulated by the State’s Council in June, 1980. Moreover, it has already been prescribed in the Rule 34(c) of Civil Service Personnel Rules stipulated on 26th March, 2014 that when the civil service personnel in the organization are needed to be promoted to a post of gazette officer rank which is prescribed to be selected by the Union Civil Service Board, it sell be coordinated with the Union Civil Service Board. According to this stipulation, Civil Service Selection and Training Department Shall scrutinize the proposals of the ministries and organizations and then, submit to the Board’s Meeting for the approval through the procedures for promotion stipulated in the Civil Service Personnel Law.

Union Civil Service Board has been providing approvals to the concerned ministries and organization through the meeting of the Board for the proposals for promotion in terms of designated term of service in accordance with the rule 23 of the Union Civil Service Board Rules and the stipulations of the Civil Service Personnel Rules, as well as for the proposals of promotion as special cases relaxing term of service scrutinizing whether these might be aligned with the rule 25,26,27 of the Union Civil Service Board Rules  and the Rule 37(e) of the Civil Service Personnel Rules. Moreover, the Board has also been providing approvals for the proposals of promotion as special cases relaxing educational qualification and competency altogether with the approvals of the Union Government Office through the process of scrutinizing whether these might be aligned with the rule 28 of the Union Civil Service Board Rules and the Rule 37(f) of the Civil Service Personnel Rules.
