The updated structure of the Civil Service Selection and Training Department (up to the date of 30-9-2022) is well comprised with totally 114 members including one Director General, two Deputy Directors-General, six Directors, ten Deputy Directors, 13 Assistant Directors, 56 officials and 58 non-gazette officials. U Aung Tin Soe (Director General/ Permanent Secretary)

U Aung Tin Soe, Director General of the CSSTD holds the degree of Bachelor of Science specialized in Chemistry from Magway Degree College (so-called as Magway University) in 1985. After graduated, he has been selected to join the course No.75 of Officer Training School (Army) at Hmawbi in 1987 and after the completion of the course, he was appointed as military gazette officer in May, 1988. He served in military for about 26 years from the second lieutenant until to the colonel through the positions of adjutant and quartermaster in Infantry and Light Infantry Regiment, Regional Military Commands, Light Infantry Headquarters, Platoon Commander and Platoon Commander of the Military Operations Commands (MOC) and Battalion Operation (Army), staff officer (Grade-3) and general staff officer (Grade-2), Second in Command and Battalion Commander, general staff officer (Grade-1), also tactical commander and deputy headmaster.
He completed the Course No. 57 of Command and General Staff College in Kalaw from 14th August, 2006 to 10th August, 2007. He then joined the National Defence College Course No. 11 which is conducted in Nay Pyi Taw from 3rd May 2012 to 8th March 2013 and got M.A (Defence Studies). He also served as a Colonel of No. (14) Military Advanced Training School (Hpruso). Later, he transferred to civil service organization of the Union Civil Service Board and served as rector at Civil Service Academy (Upper Myanmar) from 22nd June, 2013 to 31st March, 2017; and then, moved to the Civil Service Academy (Lower Myanmar) from 1st April, 2017 to 20th January, 2020. In 2016-2018 Academic Year, he joined the Course No.2 of Master of Public Administration conducted at Mandalay University with the arrangement of Meiktila University of Economics and got MPA degree.
During his service terms in both military and civil service, as of foreign experiences, he toured to Singapore as delegation from 4th to 10th August 2000; Study Visit to Yunan Province, China, from 22nd to 30th September, 2012 under the programme of National Defense College; to Tokyo, Japan from 10th to 27th May, 2017 for Governmental Human Resource Management for Senior Officials (A) 2017 Course organized by JICA; to the Philippine from 22nd to 23rd July, 2019 for Knowledge Creation Workshop of Lesding Asia Project organized by GRIPS; to Japan for Knowledge Creation Workshop of Leading Asia Project (LA Project) from 5th to 6th December, 2019; to Viet Nam from 3rd to 5th August, 2022 for 21st ACCSM Heads Meeting of Civil Service Organization and 6th ACCSM+3 heads Meeting.
Throughout his military service career, he was awarded military medals in honour of his service such as General Service Medal, People’s War Medal, State Peace and Tranquility Medal, Maing Yan/ Ma Tha Waw Battle Star, Conquest Over Threat Medal, Service Medal, Service to the State Medal, Campaign Star (1988/1990), Infantry Platoon Commander Course Medal, Infantry Company Commander Course Medal, Infantry Battalion Commander Course Medal, Command and General Staff College Course Medal. According to Order No. 17/2020 of the President Office dated on 17-1-2020, he was assigned as Director General of Civil Service Selection and Training Department under the Union Civil Service Board. While serving in Civil Service Academy, he was awarded “Medal of State Peace and Tranquility and Rule of Law” by the President Office as well.
In accordance with the Order No. 246/2021 of State Administration Council dated on 19-8-2021, he is now performing joint services of duties and responsibilities of Director General of Civil Service Selection and Training Department as well as those of Permanent Secretary of the Union Civil Service Board as of 20th August 2021.
U Hla Aung (Deputy Director General)
Deputy Director General U Hla Aung, son of U Wine and Daw San Myint, was born on 29th October, 1966 in Yaylae Village, Danuphyu Township in Ayayarwaddy Region. After passing the matriculation examination, he joined University of Distance Education (Mandalay) from 1993 to 1996 and got degree of Bachelor of Arts specialized in History.
During his terms of civil service career, he performed as primary assistant teacher at Basic Primary School of Yaylae Village under the Ministry of Education from 1st April, 1988 to 30th June, 1988; as demonstrator at the Institute of the Development of National Races under Civil Service Selection and Training Board (now Union Civil Service Board) from 1st July, 1988 to 30th June, 1991; as Training Supervisor at University for Development of the National Races from 1st July, 1991 to 6th June, 1994; as Deputy Supervisor from 7th June, 1994 to 15th May, 2001; as Staff Officer from 15th May, 2001 to 27th April, 2004; as Head of Department from 28th August, 2004 to 21st October, 2005; as Deputy Director at Administration Department of the CSSTD from 22nd October, 2005 to 31st December, 2010; as Director at Civil Service Selection and Training Department from 1st January, 2011 to 12th June, 2017; and he is now performing as Deputy Director General of the CSSTD from 13th June, 2017.
While performing his assigned duties and responsibilities of all levels he served, he attended workshops, training programmes and other events in foreign countries and he first toured to Singapore as delegation from 4th to 17th December, 2007; to the Philippine from 8th to 10th December, 2009 for ASEAN Regional Conference on Civil Service Innovations; to Thailand from 23rd to 27th May, 2011 for ASEAN Middle Management & Leadership Development Seminar; to Tokyo, Japan from 28th October to 2nd November, 2012 for official Study Tour; to Singapore from 30th October to 3rd November, 2014 as a foreign examiner; to Singapore from 3rd to 7th October, 2016 for the Workshop on ASEAN Leaders in Governance and Public Administration Programme; to China from 18th October to 7th November, 2011 for the Seminar on Public Service and Poverty Reduction for Developing Countries; to Japan from 16th to 26th October, 2017 for the Workshop on the Concepts in the Acquisition of Knowledge; to Thailand from 12th to 14th June, 2019 for the Meeting on Contact Persons for ASEAN Civil Service Cooperation.
During his career as civil service personnel, in honour of his service, he was awarded “State Peace Medal”, “Certificate of Honor from the State Law and Order Restoration Council”, “Rule of Law Medal”, “Public Service Medal” and “Excellent Performance of Public Service Medal” by the President Office.
Daw Soe Soe U (Deputy Director General)
Daw Soe Soe U, elder daughter of U Kywe Thein and Daw Khin Ohn Myint, was born on 26th October, 1971 in Yangon. She attained the degree of Bachelor of Science specialized in Physics with Honours in Second Grade in 1996 and Master of Science in 2000; then, Master of Researcher in Physics in 2001 from Mandalay University; Later, she also holds Diploma of English from Mandalay University of Foreign Languages in 1998 and Diploma of Computer Science from Yangon University in 2005.
Initially, she started her civil service career as a demonstrator at the Department of Physics in Mandalay University from 21st January to 31st August, 2001under the Ministry of Education; then she passed the gazette official examination conducted by the Union Civil Service Board and was appointed as staff officer at the Civil Service Selection and Training Departmenton on 2nd September 2002 until to 3rd August, 2006; Assistant Director from 4th August, 2006 to 31th September, 2009; Deputy Director from 1st Sepember, 2009 to 30th September, 2011; Director from 1st October, 2011 to 11th May, 2020 and now she has been performing as Deputy Director General of the CSSTD from 12th May, 2020 until to the presence.
