Responsibilities and Duties
Under the supervision of Union Civil Service Board, the Civil Service Selection and Training Department has been carrying out the following duties and responsibilities –
- Pursuant to the proposals of the government ministries and organizations, the Board makes advertisement for employment for vacant gazette official posts through newspapers, conducts written examinations at (5) examination centers in the designated States and Regions including Nay Pyi Taw, conducts psychological tests for the candidates who passed the written examination and then, personal interview, undertakes final selection process, and then, undertakes necessary arrangements for the selected candidates to be able to dispatch them to the Pre Service (Special) course conduced in two Civil Service Academies, discusses with the concerned ministries and organizations in order to be appointed them as probation during the course and then to have confirmation for the appointment for them at the vacant posts after completing the course. For the posts of assistant surgeon and dentist, based on the need of the concerned ministries, there is no requirement to sit the written examination for the positions, the CSSTD similarly undertakes conducting psychological tests and personnel interview and, after the final selection process, the CSSTD initially makes necessary arrangements in collaboration with the concerned ministries and organizations in order to be appointed them at the designated posts and arranges them to attend the Basic Course for Civil Service Officers conducted at the two Academies in the appropriate time.
- Undertaking necessary action upon the proposals of concerned ministries and organizations related to the matters of the appointment of other outsiders to be able to appoint them
- Scrutinizing the proposals of ministries and organizations for the matter related to internal promotion process to gazette official level posts and providing approvals through the Board meetings
- Making negotiation with respective ministries and organizations in order to be able to join their all level of civil service personnel (from the level of clerical staff to the level of Deputy Director General) to the training programmes conducted at the two Academies
- Making negotiation with respective ministries and organizations for the matters of special refresher courses conducted at the two Academies
- Communicating with ASEAN Civil Service Organization for the matters related to ASEAN Civil Service Matters by ASEAN Resource Center
- Undertaking the processes under the guidance related to the implementation of e- Recruitment and Selection System (e-RSS), Promotion Management System (PMS) and Training Management System (TMS) and conducting psychological test which have been involved and underway in the e-Recruitment and Integrated Civil Service System-ERICSS by the Union Civil Service Board
- Conducting psychometric test for the entry posts of gazette officers, for service personnel to those who will be promoted to gazette officer posts and for the posts to be designated as entry posts by concerned ministries and organizations to be able to appoint in right place.
