Duties and Functions of the Civil Service Affairs Department
Civil Service Affairs Department has been undertaking the following functions to support the Ministries and organizations through state administrative mechanism in line with the guidance of the UCSB:
(a) Supporting necessary assistance to the Board in order to make amendment and addition to the Civil Service Personnel Law and Rules, Union Civil Service Law and Rules and code of conduct to be adaptable with current circumstances
(b) Undertaking necessary arrangement to be notified to the code of conduct, policies, rules and regulations, directives and procedures in line with the prescriptions in the Civil Service Personnel Law and Rules, Union Civil Service Law and Rules,
(c) Providing comments on the issues on civil service matters requested by the concerned Civil Service Organizations submitting them to the Board Meeting to get approval after scrutinizing them whether they are in line with Civil Service Personnel Law and Rules
(d) Making publications concerned with civil service matters for civil service personnel to enrich their knowledge and concepts
(e) Uploading data through each software for civil service personnel law, rules, lists of removal and dismissal of service personnel which included in the e-Recruitment and Integrated Civil Service System (ERICSS) implemented by the Union Civil Service Board
(f) Compiling lists of removal and dismissal of the civil service personnel from concerned ministries and organizations within financial year and providing them to the State Administration Council and Union Government Office and then, keeping them as record systematically
(g) Delivering lectures on the subjects of Civil Service Personnel Law, Rules, Office Manual, Civil Service Training Policy, Civil Service System and Good Governance of Myanmar at the training courses conducted by the ministries and organizations
(h) Making records and compiling annual reports of the advertisements for the entry posts of staff from concerned ministries and organizations by scrutinizing them whether it might be aligned with Civil Service Personnel Rules 15
(i) Keeping record to the personal data, service record, training attendance in local and abroad, commendation, conferred certificate and degree as well as punishment record of service personnel of the public organizations
(j) Conducting necessary research and keeping service personnel records systematically in order to support state administrative mechanism
