History of the Department
Civil Service Affairs Department has been well organized under the Ministry of Home Affairs since 1955 as the public administrative department in order to encourage to implement to reorganize administrative mechanism and to train civil service personnel with modern concepts of public administration.
To be able to undertake more effectively public administration functions related to all civil service organizations, the department had been moved to the Prime Minister’s Office from the Ministry of Home Affairs.
In accordance with the Notification No. (97) for the development of new administrative system of the Republic of the Union of Myanmar dated on 15-3-1972 of the Revolutionary Council, Civil Service Affairs Department was reformed and moved to the Ministry of Home Affairs to be able to undertake functions of personnel rules which were formerly responsible by the Ministry of Finance and Revenue besides its original functions. In terms of Notification of the Ministry of Finance and Revenue dated on 22-2-1973, the department was categorized as the grade (1) department. Again, the department was moved to the State Council and put it under the supervision of Civil Service Selection and Training Board in accordance with the Notification No. (28/77) dated on 31-3-1977 of the State Council. With the decision of State Law and Order Restoration Council meeting (8/88) dated on 14-10-1988, the Civil Service Selection and Training Board was transferred to the State Law and Order Restoration Council on 1-11-1988. Union Civil Service Board Law was stipulated and then, abolished the Civil Service Selection and Training Board Law (Parliament Law – 4, 1977) with the law 24/2010 of the State Peace and Development Council dated on 28-10-2010. It has been 14 Heads of Department since 1955 until to the present and it was moved to Nay Pyi Taw on 21-10-2006.
Originally, the structure of the Civil Service Affairs Department consisted of total number of (165) personnel including (42) officials and (123) other ranks. At the present, Civil Service Affairs Department is reorganized well with the total number of service personnel of (231) including (48) officials and (183) other ranks under the programme of reorganization in extension to the Chairman’s Office and Civil Service Affairs Department and somehow decrease to the Civil Service Selection and Training Department and renamed to the Central Institutes of Civil Service as Civil Services Academy without changing in structural strength of service personnel with the approval of Cabinet Meeting No. (4/2022) on 31st May, 2022 and the Notification No. (33/2022) of the Union Civil Service Board on 1st June, 2022.
